A council spent £10,000 and 12 months compiling a 300-page dossier trying to discover the identity of the councillor who made a noise like a sheep during a council meeting.
The farce started when a voice went "baa" during the discussion of a planning application to put a mobile home in a field where sheep are bred, according to The Sun newspaper.
The "incident" was reported to the Standards Board for England, which oversees the conduct of elected officials.
The matter, once on the record, was referred back to Havering Council in London's east, for investigation.
It came back with its report last week, but the sheep impersonator is reportedly no longer a councillor so cannot be punished.
