A St. Paul woman has been charged with child neglect after she allegedly left her two young children inside a bedroom door tied with a bungee cord so that they could not get out, according to a criminal complaint.
St. Paul police went to the apartment of Alexis Anabelle Kennedy, 24, after a caller reported Sunday that a 5-year-old girl had crawled out of a bedroom window and was walking around outside without a coat or shoes, according to the complaint filed in Ramsey County District Court.
The caller also heard the girl yell out the window that she was hungry, the complaint said.
The caretaker of the building, located in the 1000 block of Suburban Avenue, told police that she had seen the children's bedroom door tied with a bungee cord, and had to clean up the mess the children made because they could not go to the bathroom, the complaint said.
When police went to the apartment around 1:40 p.m. Sunday, they found Kennedy asleep in a bedroom with her boyfriend while her 2-year-old son cried in the secured bedroom. The child's diaper was soaked, there were no sheets on the bed and the room had a "very bad smell," police said in the complaint.
Kennedy told police that she only put the bungee cord on the children's bedroom for an hour. But her brother said she did it every night from about 10:30 p.m. to 8 a.m., the complaint said.
