A two-nil win against Trinidad and Tobago thanks to a Peter Crouch header and a second goal from Steven Gerrard in the closing minutes sees England automatically go through.
Up to 70,000 fans are thought to be in Nuremberg for the match, the same as for England's win over Paraguay last Saturday.
Many watched on big screens in Nuremberg's parks and public squares, taking in the sunshine. Mass cheers went up as the late goals were scored.
In bars and pubs across England, the atmosphere has been similarly celebratory with no reports of trouble.
Prime Minister Tony Blair watched the England game at the EU summit in Brussels. He saw the last 10 minutes of the first-half before going into talks and then emerged 10 minutes into the second-half and saw the rest of the game, including the two goals.
His official spokesman said: "Clearly he does congratulate the team and continues to wish them well but we are not going to add to the pressure on the team at this time."
